Hannah Powers Garagiola is the President and CEO of Compass Government Relations which was founded in 2018. Hannah has been a private sector lobbyist for 14 years advocating for fortune 500 businesses, major energy developers, infrastructure companies and large trade associations. At the helm of Compass Government Relations, Hannah directs a bipartisan team with a proven track record of commonsense solutions to business matters before the Maryland General Assembly, Maryland State House and local governments across Maryland. Hannah’s practice also includes lobbying before the D.C. City Council and Mayor’s Office. Known for her political savvy, understanding of policy issues, and energetic approach, Hannah’s clients are afforded access at the highest levels to meet their organization’s needs.

As Deputy Chief of Staff to the Maryland Senate President, Hannah’s public sector role gave her the experience, institutional knowledge and concrete relationships with decision-makers to be effective for clients seeking results. During her tenure for the Senate President Hannah’s issues of focus included energy, business regulatory, finance and healthcare. In addition, she has vast experience interacting with the executive branch and supporting agencies for procurement-related matters as her role in the public sector demanded a close working relationship with the Governor’s office. As a veteran on statewide and national campaigns, Hannah understands the political realities that inevitably factor into government relations solutions and can therefore navigate those often-complicated dynamics.  

Under Hannah’s leadership, Compass was the leading firm on the Clean Energy Jobs Act of 2019, a bill that substantially improved Maryland’s Renewable Energy Portfolio which has set the stage to include major offshore wind projects and large utility scale solar projects. This legislation was lauded as a major victory for the participating industries and her work was reported on in The Washington Post and The Baltimore Sun.  Hannah is familiar with passing bills for large publicly traded companies and working to amend or defeat legislation that is harmful to clients. 

The County Executive has nominated Hannah to be on the Anne Arundel Commission on Disability Issues, Hannah also volunteers with Anne Arundel Community College, Sarbanes Center for Career and Civic Engagement, and the United Service Organization to support military families. On top of all that, Hannah has been awarded Leading Women Awards as well as Very Important Professional (VIP) awards by The Daily Record and has also been awarded Annapolis’ Finest Under 40!

Hannah is married to former State Senator Rob Garagiola and they have 2 young children together and a Jack Russell named Oyster. A former collegiate sailor, Hannah can be found cruising the Severn River with her family when she isn’t working.  She also enjoys cooking, entertaining and travel.
