MOIRA MOYNIHAN CYPHERS
Moira is a partner in Compass Government Relations Partners, LLC and has more than a decade of experience working with the Maryland General Assembly and Executive Branch in Annapolis. For the past five years, Moira has represented her clients before the Maryland General Assembly in Annapolis, the Montgomery County Council, and more recently in Frederick County and the Washington, D.C. City Council.
In terms of policy areas, health care is where Moira excels – she has helped former clients secure tens of millions in Medicaid reimbursement, advocated for school age children to appropriately manage their chronic illnesses during the school day, and for better access to timely and effective behavioral health treatment. Her other victories in Annapolis include leading the legislative coalition to pass one of the strongest drunk driving laws in the nation, improved renewable energy policy, increased funding and support for after school programming, and capital budget dollars for her nonprofit clients. Clients also value Moira’s experience negotiating medical cannabis licensure, working with the media, and her advice on messaging controversial issues.
Prior to her work as a lobbyist, Moira served as a legislative director for Delegate Heather Mizeur, a former member of the Montgomery County Delegation. Delegate Mizeur served on the House Appropriations Committee as the Vice Chair for Education and Economic Development and on the House Health and Government Operations Committee. As lead staffer to Delegate Mizeur, Moira coordinated legislative strategy with advocates on a range of issues, including health care, environment, education, and labor.
Moira has worked on state and local races across Maryland, including the 2014 gubernatorial race. As senior staff on a statewide race, she led campaign logistics, helped develop a policy platform, and ran campaign commercials and TV ad buys. Her first session in Annapolis was as a grassroots organizer with a social justice nonprofit, and from 2009-2012 spent the time between legislative sessions as a research assistant at a federal lobbying firm, where she worked on health care issues.
In 2015, Moira was honored by The Daily Record as a recipient of the “20 in their Twenties” award. She grew up on the New Hampshire seacoast and has lived in the Mid-Atlantic since 2004, beginning with her undergraduate studies at American University.
